SILVER SPRING: Eileen O’Neill, the recently installed group president at Discovery and TLC Networks, has tapped Amy Winter to oversee TLC and named Ed Sabin as group COO.

As general manger and executive VP of TLC, Winter oversees all aspects of programming, production, development, new media and marketing for the female-targeted lifestyle channel, which is available in 99 million homes. She was previously senior VP of marketing—creative. She fills the vacancy at the head of TLC following the elevation of O’Neill, to whom she reports.

Also reporting to O’Neill is Sabin as group COO for Discovery and TLC Networks. He has direct oversight for all strategy, network operations, financial and business matters for Discovery’s two U.S. flagships, as well as integrated content and break strategy, research and talent management. He was previously COO of TLC.

"Amy and Edward are terrific executives who have been key leaders at TLC over the past several years, playing critical roles in the network’s success and rise to a top 10 cable network," said O’Neill. "Amy and Edward bring a combination of strong creative and business experience with leadership qualities that can get the most out of people and partners. In their new roles, I am confident they will help us to continue building on the strong performances we are currently delivering at the Discovery Channel and TLC, and cultivate even more loyal viewers for these two great brands."
